Why not touch them?
The mother cat is probably nearby. If she notices someone has been near her nest, she will move the kittens. Sometimes she abandons them.
Kittens without a mother do not survive. The mother is essential.

The sooner, the better
Every week that kittens live on the street, they become wilder and face risks of disease, malnutrition, and accidents. The younger we get them, the easier they adapt to people and the better they can be placed.
